The most likely answer here would be C - the break-up of Yugoslavia into smaller indepent nations as this differentiation of the countries on the Balkans made them very vulnerable and people couldn't get jobs anywhere. The division of these nations happened somewhat earlier though, around five to ten years earlier. It could be they wanted to stay and see what happens with these countries and once they saw they cannot be saved they moved out of these countries to the US in hope for a better life.
