    When President George H. W Bush (also known as Bush Senior) came to office in 1989, the United States government debt stood at less than $3 trillion. However, for him it was deemed to be too large and as part of his restructuring policies, he tried to pay off some of this debt by increasing federal taxes.

    This was a very unpopular move and was not welcomed by citizens or the businesses. What was worse that his policy did not work and by the time he left office in 1993, the debt had almost doubled in size.
