Japan had general Tito and Spain also had Francisco Franco

    Explanation:

Both of these countries were also being run by either monarchs, military generals or dictators as whoever would like to call them like Stalin Hitler or Mussolini however they were not known for many atrocities.

The difference here was that Tito may have lost power immediately, and Hitler and Mussolini died in the middle of the second World war but it was Franc and Stalin that held to power long after.

All these armies in the world war were expansive and wanted to set up empires.
