The first vote in 1619, was for the General Assembly. All men who were considered an adult could vote, but only if he was white and not working as an indentured servant. As more men became free and were allowed to vote, the laws were changed. They changed the laws as they did not want poor men to control the vote. It was in 1655, that the law was changed and only "householders" (owners) could vote in the elections. Only the man of the household could vote.
