Based on the information provided you will be most certanly living in Virginia during the election for the U. S. House of Representatives in 1789.

That year, James Madison was running against Patrick Henry, senator of Virginia and one of the most anti-federalist leaders. Madison had been reluctant, even opposing the idea of a Bill of Rights because he thought that the rights that did not appear in the document would be denied to the citizens. But running for Congress, he pledge to support a bill of rights and pressed for the passage of several constitutional amendments.

Madison was afraid that the U. S. Constitution did not protect the government from excesive democracy, and the amentments would mitigate the problem. This was saw as an attack to individual rights and fear of a strong central government by anti-federalists like Patrick Henry.

During this election, Madison supporters complained that Madison's county had been placed in an anti-Federalist disctrict in order to complicate his election.
