    Babylonian and Sumerian societies were different in that Babylon had a bureaucratic form of government; a bigger bureaucracy than Sumer. For that reason, the military was more powerful in Babylonia. Let's have in mind that the social and political organization in Sumer was divided into city-states such as Kish, Uruk, Lagash, an Ur. Each city-state was independent of the other.
