What responsibility does or should the US bear in reducing civilian collateral damage? Can or should the US strike to kill are a major terrorist threat when they are often hiding among the civilian citizenry, or should the US take the high road and continue to abide by the international laws of war which requires civilian casualties to be limited and therefore handcuffs the US in terms of response?
