    Options A, C and D are not correct. They are generally not necessarily correct about democracy. First, democracy usually means a written law. second, democracy does not have to do with religion. On the other hand, however, democracy does not necessarily mean councils. I still think that B is the best answer since democracy means not being ruled by an absolute ruler although the ruler can be some sort of council or Parliament.
