    The philosophers regard Britain's government as the most progressive in Europe because it leads to expand the market of manufactured goods.

    Explanation:

    Government of Britain was one of the most important government and was very progressive. It was one of the strongest colonial power of the world and had a large number of colonies under it's control.

    The reasons for this were industrial revolution, mercantilism which led to great economic growth of the region which led to stability and also great in trades where it expanded it's market of the manufactured goods in it's colonies. There was also strong rule of law and democracy also led to the growth of the economy.
