"A" is the correct answer. In the Shi'a community, they felt that the caliphate in power at the time, the Umayyad, led a secular state that was illegitimate. This secular ruling power had laws and taxation on the books that were an affront to the people, and that they should be able to rule themselves and set up their own rules and laws.
