    Answer: After WWII, Japan's new Constitution did not allow Japan to have an offensive military force. This is stated at Article 9 of Japan's Constitution that says: "the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes"
