How did the courts increase the political power in urban areas and those accused of crimes?

    The people in urban areas got more power because of the district division. Since the system was one vote one person, there were many people in urban areas so the district division was more kind to them. The rights of the accused increased because they would have the right to free counsel and a lawyer, as well as to be informed of their rights when arrested.
