    Puerto Rico was one of the major military post for many of the wars between Spain and many European countries and both the groups wanted to control this military post. After the war between the United States and Spain began, till that time Puerto Rico was not a part of the United States.

    But when Spain attacked Puerto Rico, the United States of America invaded it and it became a possession of the United States of America but it does not vote for the congress of the United States.
