Stronger nations could control weaker nations, and establish their colonies there, which meant that they had the right to the natural resources in the colonies, and could benefit from the riches of the weaker nations for a small prize. They would also often use the local population as cheap or slave labour.
In short: strong nations would become richer and richer by abusing the weaker nations' resources.
