The largest european city which is not actually a capital of a country is: A: Milan B: Hamburg C: Barcelona D: Birmingham

The correct answer is Hamburg. The city has a population of 1.7 million people while Barcelona is a bit smaller. Milan and Birmingham are around 1.1 million. They are not the capitals of their countries but are huge nevertheless. Barcelona is the capital of the Catalonia region.
