Did President Roosevelt know the Japanese

    I don't think he would have known.

    Explanation:

    Japan wanted to weaken the U. S fleets to become stronger when invading the Pacific ocean. At that same time the U. S was already aiding the Allies by providing medical supplies and food. The U. S would have also had to have joined if the Axis took over Europe to defend their alliances with the U. K.
