Romeo claims to be kind of depressed, made to feel physically heavy because he is so emotionally heavy. So, physically, Romeo can dance; he just does not feel like it ... We might even say we have a "heavy heart"; Romeo is suggesting something similar, and this is why he claims he cannot dance.
