Bills in the United States are formally debated in Congress. A bill must be sponsored by a representative and studied by a committee before it is debated. After these actions are taken, the bill is given a debate in which it will be amended and debated. The bill starts in the House of Representatives. If it passes by a majority vote there, then it will go to the US Senate to be debated/voted on.
