    Democracy is a form of government in which a whole population or majority population of a certain people are allowed to basically govern themselves (i. e. create laws, decide a leader, etc.) So the best answer here that I can see is most likely A, as women are usually part of the majority. Slaves don't have voting rights, there is a lack of information for this one, but depending on the type of democracy you it should be governed by the people not a council, B is another close answer as citizenship does have a lot to do with voting but their citizenship is already guaranteed as they are Athenian born.
