    Yes, in some cases, such as riding in the front seat.

    But, no in cases such as auditions for a play.

    The seniority rule is a congressional norm that states that members of congress can direct committees to members who are in Congress for the longest term, and that rule states that the party member with the largest number of representations in the member of the congress and who serves on a committee for the longest time shall assume the presidency of the congress.

    I do not agree with this rule because she chooses leadership for very important things based on the longest tenure of candidates for this position. However, longer service time does not guarantee work efficiency and these leaders should be chosen for their efficiency in working towards the completion of the congress's objectives.
