    The Constitutional Convention was held in Philadelphia of Pennsylvania. Here the 12 delegates of the thirteen colonies met in May of 1787. Only a delegate from Rhode Island did not take part as they were afraid of losing their states rights. The main idea behind the convention was setting up a new government in place of the existing one. James Madison and Alexander Hamilton were in favor of changing the government, although it was superficially shown that the target was to change the Articles of Confederation.
