be able to read, write, and speak basic English

    Explanation:

In order for foreigners to become citizens of the United States they have to fulfill several conditions. One of those conditions is that the applicants for the citizenship have to be able to read, write, and speak basic English language. The reason for this is that the English language is the official language in the United States, so in order for the new citizens to be able to be able to fit in, have proper communication, and find jobs, they have to know the English language.
