Some Eastern European nations tried to solve problems caused by the dissolution of the Soviet Union by decreasing their government debt, increasing foreign investment, joining the EU and implementing privatization. They didn't try so neither by decreasing inflation nor by joining the NAFTA and not even subsidizing raw materials.
