    The answer is : Military advisers supported the South Vietnamese army.

    Explanation: Since Kennedy refused to send troops to Vietnam for a very long time. Because of his policy towards the Southern Vietnam rested on the assumption that Diem and his forces must defeat the guerrillas on their own since he was proven wrong. His advisers wanted to send troops there whether it's in disguised or not.
