What had to happen for the constitution of the use to be ratified

    I'm not sure what you mean by "of the use." I will take it to mean before the constitution was law.

    Each state had to ratify by voting on it in state legislatures. Delaware was the first to do it. Their legislature voted 30 to 0 in favor of constitutional ratification in 1787. North Carolina was next in 1789.
