What is the name of the clause that is understood to give congress the power to pass any law that is related to one of its expressed powers?

    Part of article i, Section 8, of the constitution is the clause that grants the congress with the power to pass all laws that are related to one of its expressed powers.

    This clause is also known as the "Elastic clause".
