    That is why the government started to eliminate the property requirements for voting in elections. Poor people or African Americans had been limited or excluded from this right. For instance, in 1790, only white males that had any kind of property were allowed to vote in ythe United States. By 1850, the government had eliminated any tax or property requirement to vote. It was until 1870 that the 15th Amendment to the US Constitution gave African Americans males the right to vote.
