    Well, it was a culmination of the Absolute Monarchs power, and thee Enlightenment, but its a give and take at best. The Monarchs did gave power over to assemblies of the people but these governments were weak and terror driven commonly seeking to eradicate their opponents before they could form opposition. While the enlightenment led many to recognize the importance of the man and his role in his nation.
