    The first plan of government for the states was the Magna Carta. It was written aboard the Mayflower by colonists to describe how they would self govern and self regulate while establishing their new homes, and was the first form of government on the "New World" apart from the ones the natives had already established.

    However If you're talking about after the American Revolution then it would be the articles of confederation, which might be answer D but I'm not to sure.
