Filibuster is what a cloture stops. I recently just learned this, and a filibuster is a power given to the Senate to spark an endless debate about a bill that on Senator does not want to pass. A cloture is the amount of votes that Senators need if they want to stop a filibuster, which is 60 of the 100 Senators.
