    An amendment may be proposed either by Congress or a two-thirds majority vote in the House of Representatives and the Senate. It can also be proposed by constitutional convention called by two-thirds of the state. Similarly, there are two ways in which an amendment can be ratified: by 3/4 ratification vote of state legislatures or by conventions of 3/4 of the states.
