Personally, McCay felt that the United States will not be able to stop a conflict in Asia between Japan and China. Even though the league of nations insists on the involvement of the US, real results will not occur.

The US, despite diplomatic efforts, failed early on. The Chinese were skeptical of Western involvement in their politics. The Japanese, who were newly industrialized were fiercely independent and believed they were destined for super power status.
