The correct answer is - limiting pollution.

The Kyoto protocol was a conference organized by the United Nations. The main focus of it was the pollution, how it can be reduced, which measures should be taken, and making the countries sign an agreement by which they needed to oblige themselves to not produce more than what has been projected at this conference.

Most of the countries indeed agreed with the terms of the Kyoto protocol, many of which have also committed to a lot of research and development of renewable resources. Unfortunately, the two biggest polluters in the world, USA and China, did not agreed to the terms, the reason for that being that their economies will suffer a lot if they implemented what this protocol asked for.
