This is because the Jewish people were not stay in their home and had been scattered all around the world. For the religion to survive they have to be gathered together in their home land as described in the their holy book. Basically nobody would be comfortable with a migrant coming to introduce his religion in their land and for that religion to overtake that of the original owners of the land.
