    3. Why did California attempt to prevent those affected by the Dust Bowl from entering the state, going as far as passing the Indigent Act, which would make it illegal to transport a poor person to the state (later found unconstitutional) ?

California was not able to provide enough resources to accommodate the influx of people entering the state.

    Good luck!

As each nation sought to protect its own industrial base, they imposed high tariffs on imported goods and increased its cost. Unfortunately, this made everything to get worse because by 1932 United States industrial output had been cut in half, and there was no governmentally financed "safety net" of welfare projects to shield the average workers from falling into neediness. Due to this the new president Franklin Roosevelt proposed "the New Deal".
