If Congress amends the president's budget, what happens to it?

    When the President proposes the budget for the government to the congress, they can amend it before passing. The U. S. Constitution in Article 1, Section 7 grants exclusive right to originate revenue related bills to the House of Representatives, who can make any changes they want before passing it.
