    The correct answer is - A. Providing financial aid to non-Communist states.

    During the Cold War period there were lot of countries that were on a crossroad, weather to became communist and ally with the Soviets, or to became capitalist and ally with the Americans.

    The United States used lot of measures in order to prevent certain countries to become communist and ally with the Soviets, and one of those measures was the so called 'use of soft power'. This basically meant that the USA was providing some countries with financial aid, and the reason for that was to gain their confidence and gradually turn them towards the USA, instead of the Soviet Union. Also, the purpose of this measure was to avoid military intervention, thus avoiding conflicts, revolutions, and loss of human lives.
