    Most historians would today agree on the fact that the Mayas a semi-independent/independent political structure where multiple city-states were coupled in either alliances or small-scale conflicts where these city-states could be powerful but also independent. They were at war with each other at time but it also wasn't necessarily the case.

    The correct answer would be "The Mayas developed city-states that were powerful but independent".
