The case can be solved in a civil or a criminal court and depends on the charges found.

    Explanation:

The process depends on the charges that would be found against the assailant.

The car is given to a minor by possibly another minor or not a minor and the person driving commits an offense by crashing into another vehicle.

the primary police investigation will give their report and their version of the story on what happened and then the matter will be taken to court so the first part of the process is the police.

Then if they so deem and press criminal charges the person concerned will be taken to the criminal court other wise it will be the civil court.
