The best answer there is A, that the full House votes to ratify committee members and their chairpersons. For standing committees in the House, the Democratic Caucus and Republican Conference each recommend members to serve on a committee. The majority party recommends the Chair of the committee, and the minority party recommends their party's Ranking Member of the committee. Then the full House of Representatives is asked to approve the nominations.
