What was stipulated by the "fugitive clause" written into the U. S. Constitution?

    The "fugitive clause" that was written in the U. S. Constitution stipulated that slaves which were one the run from their owner in another state had to be immediately returned to their owner. This sort of re-iterated slavery and since the Thirteenth Amendment had already been passed, this made this law go under debate.
