Explanation:

The American Constitution was written in 1787, some states made some ratification of it and others didn't accept it.

On June 8, 1789 Madison introduced to House of Representatives some amendments for the constitution, known now as the Bill of Rights. They accepted 17 amendments, while the Senate consolidated only 12 amendments, lastly the states approved 10 of them in December 1791.
