how was congress handicapped because of the following court cases: Hammer v. Dagenhart (1918) and Bailey v Drexel Furniture Co (1922).

    Congress was handicapped as its legislation was deemed as unconstitutional exercise of power. In Hammer v. Dagenhart, the Supreme Court held that the law passed by Congress in 1916 was an inappropriate exercise of constitutional power granted by the commerce clause while in Bailey v. Drexel, the law was found to be in unconstitutional exercise of taxing power
