Why is balancing federal and state powers an ongoing problem?

    States want decreasing amounts of power and control from the federal government. People have different opinions on who should have power to control issues. The federal government does not believe States are responsible enough for concurrent powers. The balance applies only to implied powers, which are often open to misinterpretation.
