Proportional representation meant the people of Germany voted for a party rather than a leader, and they assigned seats by the number of votes each party got for example 10 votes = 1 seat however this system was a disaster because no one party was powerful enough to be in charge so no laws ever got passed with a coalition of 28 parties. Article 48 gave the president complete power in times of emergency but it did not specify what that emergency would be, so if article 48 was overused it could turn Germany into a dictatorship which is what Hitler did.
