What are the two ways to propose an amendment to the Constitution?

1.) Three-fourths of the state legislatures approve it.

2.) Two-thirds of both houses of Congress vote to propose an amendment. 3.) Ratifying conventions in three-fourths of the states approve it.

4.) Two-thirds of the state legislatures ask Congress to call a national convention to propose amendments.

    Whenever two thirds of both houses think it's necessary, will propose amendments to the Constitution. Another way is two-thirds of the several states. So I believe it would be 2 and 4. Good luck.
