    The first choice is the best answer. The Monroe Doctrine was the first real announcement to the world that the US was a sovereign nation that would not be interfered with without some sort of retaliation or reply. However, it also showed that the US was prepared to take an isolationist stance on European squabbles, if the occasion so presented itself.
