    Explanation:

    Open Door Policy was started by John Hay Secretary of State in 1899. It was a milestone in U. S history which is based on foreign affairs. It was sent to countries Japan, Italy, France, Britain, and Russia in circular notes form.

    Also, this policy was sent in 2 notes: one in 1899 and another one in 1900 that received universal approval. The first one is the counties can have free access to their ports int the sphere.

    Also, they have to provide privileges to China by allowing the Chinese government to collect the taxes on trade and no exclusion for them since they have the Sphere of Influence. The second one is about the importance of protecting the integrity of the Chinese administration and its territory.
