    B. The president signs the amendment in a public ceremony.

    A proposed amendment has to go into the both the House of Representatives and the Senate to be sent to the president. If the president signs it, it passes. If the prez. vetoes it, two-thirds of Congress override the veto, but two-thirds of Congress is not needed so it can be sent to the prez.
