Why does Rogers oppose the use of public opinion polls?

A majority of public opinion can be felt without conducting elections as the people can be prejudiced easily by what they see rather than what they think.

Random sample may provide accuracy of public opinion if it is unbiased. Biased samples give wrong figures of public opinion. Opinion polls can become ineffective if the people give wrong answers.

So, opinion polls may become ineffective if the data collected is skewed but it requires a minimal effort to conduct opinion polls.
